We are reminding residents that fly-tipping, the illegal dumping of waste onto land not licensed to receive it, is a criminal offence that harms our environment, blights our community, and costs taxpayers to clear.
Fly-tipping can range from a single black sack of household waste to trailer-loads of commercial, construction or hazardous materials.
To protect our parish and comply with the law, residents must ensure all waste and unwanted items are disposed of responsibly at appropriate facilities such as household waste recycling centres or neighbourhood recycling banks.
Common examples of fly-tipping include:
- Leaving items outside closed recycling centres and charity shops.
- Leaving items beside public street bins or recycling banks.
- Leaving items on the floor of communal bin storage areas.
- These actions can result in a fixed penalty notice.
Follow the #SCRAPflytipping code
If you use someone else to remove your waste, you must ensure they are legitimate.
Protect yourself and our community by following the #SCRAPflytipping code:
Do not allow cold-callers to take away your waste.
- Always check where your waste is going and that the carrier is licensed.
- Always pay by card and request a receipt.
- Residents are reminded that if their waste is found fly-tipped, they may be held responsible if they failed to use a licensed carrier or took no reasonable steps to check.
How to report fly-tipping
If you discover a fly-tip, please report it to your Local Authority. In the Basingstoke and Deane area, incidents can be reported online via: Basingstoke and Deane – Report fly-tipping
You can also report incidents on-the-go using the ClearWaste mobile application.
If you witness an incident in progress, call the police on 999. Do not confront fly-tippers.
Fly-tipped waste may be dangerous and could contain sharp objects, chemicals, or other hazardous materials.
Do not touch the waste and do not open any bags, boxes, or barrels.
Reporting all occurrences of fly-tipping, including those on private land, helps reveal hotspot areas, supports enforcement, drives investment in preventive measures, and increases community awareness.
